The United States Vs. The World – The Numbers Are In And They Are Not Good

As Americans, we like to tell ourselves that we are the best in everything we do. The biggest, the fastest, the smartest, etc. And while that may have been a true statement in the past, in looking at a slew of recent statistics and numbers from reliable sources, it appears that our place in the world on some very important measures are not where we think they are relative to other countries:

- According to the World Economic Forum’s Competitiveness Index, the United States is now only the fourth most competitive country in the world, having been surpassed by Sweden and Singapore and still trailing Switzerland in the number one position. As recently as the 2008-2009 analysis by the World Economic Forum, the United States was the best in the world. Not a good trend, first to fourth in just two years.

- In the Heritage Foundation’s most recent analysis and computation of their Index of Economic Freedom, of all the countries in the world, the United States ranks only seventh, trailing Hong Kong, Singapore, Australia, New Zealand, Ireland, and Switzerland, in that order. This index measures economic freedom which is defined as: “Economic freedom is the fundamental right of every human to control his or her own labor and property.” It is measured across ten components and the latest report shows that:

The United States went down in seven of those categories, up in only two and stayed even in the remaining category. Again, not a good trend to have.
From an overall rating perspective, the United States had the largest rating drop of all of the countries in the top ten.
Of the top ten countries, the United States had the ninth worst rating on the political corruption component, beating out only Chile.
On the government spending component, the United States was worse than the average when calculated for every country in the world, not just the top ten.

- The Economist magazine operates a group within itself called the Intelligent Unit which publishes the its Index of Democracy measurement every year. The latest year for which the index was calculated appears to be 2008 and shows that the United States ranks a lowly 18th in this measure of democracy relative to the rest of the countries in the world with Sweden, Norway, Iceland, the Netherlands, and Denmark being rated the top five. In civil liberties, the Index ranked the United States as only the 34th best nation in the world in that category of freedom. Can you say “Patriot Act?”

- In an August issue of Newsweek magazine, they had a panel of experts compile and analyze worldwide data to determine what were the best countries to live in. Their analysis ranked the United States as only the 11th best nation to live in trailing, (in order from the best): Finland, Switzerland, Sweden, Australia, Luxembourg, Norway, Canada, the Netherlands, Japan, and Denmark. Two of the measurement components were Education and Health and unfortunately, the United States ranked only 26th best in both categories, despite probably spending more per capita than any other country in the world in these two areas.

-  According to all measurements of education quality in the world that assesses the education of our kids with the kids in other countries, we do not fare well at all. The 2006 Program For International Student Assessment (PISA) process showed that the United States’ students fared far worse than many, many countries in the world on math and science tests. Not surprising since these findings are consistent with August Newsweek findings discussed previously and President Reagan’ 1983 special commission on education.

- One final depressing number. In the October 8, 2010 issue of The Week magazine, an article quoted a recent finding from an ABC News/Yahoo News poll which found that more than 40% of Americans no longer believe in the “American Dream.”

We are not as free as we once were, we are not as free as we think we are, nor or we as free as we should be. This includes both political freedom and economic freedom, i.e. the ability to retain what you work for and earn. The more economic freedom you have the more free you are to choose what schools your kids go to, what charities to donate to, whether or not to start a business, what type of life style to have, etc. You cannot decouple political freedom from economic freedom. These numbers from the above sources indicate that we are a nation on decline at the moment, both competitively, economically, scholastically, democratically, and life style wise. That is the reality of today, the numbers do no lie.

Now, in order to solve a problem you first have to identify the root causes of the problem. Some of the above analyses have done that for us already:

Our civil liberties have eroded as the American political class has gotten stronger and has burdened our freedoms with such things as the Patriot Act.
Our political class ignores, encourages, and participates in a wide range of corruption practices which damage the credibility of government and wastes hundreds of billions of taxpayer dollars a year.
We get no bang for our buck when it comes to health care and education expenditures, spending the most and getting for less than quality back in return.
Our Federal debt and spending have gotten out of control, burdening both current Americans and future Americans with untold amounts of national debt to pay off. You cannot be free when you have to pay off the onerous debt that the political class has incurred on your behalf.

To improve our performance in these important cateogies of life we need to take some aggressive political steps including reducing the size of the Federal government by 10% a year for the next five year and implementing subject matter driven processes to fix our education system and health care system without the influence of petty politicians and lobbyists, and introducing term limits. The most important step starts with dumping all incumbents in the November election. Both parties got us into this mess, these trends have been building for years and/or decades, times when both parties controlled Congress and the White House. Politicians sitting in both parties today are not able to fix these trends and get us back to where we think we belong, at the top of the world as the most free, dynamic and prosperous nation in the world. They had their chance, change their status from incumbent to ex-politician in November.

Teachers? Job Amenities in the Developing world: A precursor for peak school perfomance in Uganda

In most cases, head teachers and members of the school management committees of schools in the developing world think that enhancing student performance in schools is strongly linked with hiring high quality teachers especially examiners and resource persons. However, it is also important to note that teacher performance is triggered by providing them with enough job amenities. People join organizations like schools in order to satisfy their varied needs. Teachers, for example, join teaching expecting to meet their financial and social needs because they are in turn paid salaries and even given other incentives to improve their livelihoods. Declining school quality is one of the most serious problems facing Third World countries and particularly in Africa. It is mainly the lack of teacher amenities that limit opportunities to enhance teacher morale and performance leading to declining school quality in the developing countries because powerful teacher incentives determine school quality. A teachers’ strike was for example looming in Kenya as the government has reneged on its pledge to implement to the letter a teacher’s remuneration package recommended by a commission it appointed in 1997.

School performance is directly linked to the quality and quantity of teacher remuneration. To improve teachers’ satisfaction and performance, Botswana initiated a major reform in teachers’ incentives of junior secondary education. To assess its effectiveness, classroom observations were conducted on 549 teachers in 50 classrooms. However, teacher satisfaction is in most cases due to the school’s ability to provide adequate basic necessities to its staff. The most direct incentives provided by schools include housing, transport allowances and salaries. However, the Botswana studies discovered a paradox for school reformers that increased job satisfaction may not improve performance or student achievement, because satisfied teachers may resist efforts to change. However, in Uganda the opposite is true. Teachers and school administrators attach candid value to job amenities. In order to ensure improved performance, school administrators try to motivate teachers using job amenities like wage increment, housing allowances, transport allowances, promotion on the job etc.

There is a widespread perception that when teachers’ pay is low, this is the greatest obstacle to attracting motivated and highly competent people to the profession. Since deficient teachers pose one of the most severe constraints on the provision of a quality education, the perception is that if teacher remuneration were to rise, higher quality education could be provided. Education has always been a weak point of any region’s development equation when there are no fillers that attract teachers to love their profession. For example in 2006, UNESCO noted that enrollment has increased recently in many Latin countries, but overall teaching quality remains very poor which is attributed to poor teacher pay and the lack of incentive structures to retain teachers. More so, low student achievement in Uganda and the developing world in general has been documented to be the outcome of such poor teacher remuneration. This poor student performance leads to high repetition rates and, eventually, high dropout rates.

Salary and teacher motivation

Everyone wants a salary increase, and teachers are no exception. Nonetheless, policymakers should consider whether that is the best way to improve education and doing that requires a strong relationship between teacher amenities as remunerations and school performance. The intention is to find the contribution of teacher amenities to school quality. If it is apparent that education quality is better in those third world schools where teacher salaries are higher, therefore low pay is an important cause of poor school performance. Similarly, if there is a close link between salary and teaching quality, it is strong to believe that pay levels determine teaching excellence. Most of the studies on this point have not demonstrated a close link between teachers’ pay and the performance of their students.

This absence of an association is evident in the United State, and in the developing countries in general, and finally in Latin American countries in particular. These studies suggest that the link between salary and quality is weak or nonexistent. This conclusion is borne out by the fact that there are many places where pay is high, but quality does not improve. There are also schools and systems in which the pay is lower, and the quality is good. Obviously, the phenomenon is complex, and many other factors could be involved. We cannot determine unilaterally that salary levels are unconnected to quality, and we do not fully understand the mechanism if research is not undertaken. Nonetheless, the data do show that those responsible for devising and implementing policy lack good arguments to support the idea that increasing teachers’ pay would necessarily improve teaching quality, since—so far at least—the data reveal no causal relationship between the two.

The teaching profession as a whole is beset by deficiencies in terms of teacher remuneration, which is why there is poor school quality. Promotion does not depend on merit or performance. Absenteeism is not properly penalized; and job stability is excessively strong, since teachers who are not up to the job cannot be fired. It is interesting to note that in Cuba, which some believe has the best education system in Latin America; deficient teachers are removed from their posts.

The idea of attracting good teachers in order for a school to improve student performance is internationally acceptable in almost every school system. In Connecticut for example, a system of monetary rewards is being used to attract better teachers. Specifically, the state offers a substantial lump sum payment to those who sign a contract to teach for a certain number of years. The underlying logic is that such an incentive is of more interest to young teachers than a series of pay increases over the course of a professional life. The scheme allows the state to attract more skilled teachers, although a significant number of them leave at the end of the mandatory contract period. The idea is compelling; because it may be less costly than offering higher pay increases throughout a career.

Some schools in the third world attract better teachers when they create a more pleasant work environment. However Hanushek does not explain what a pleasant work environment is in the context of the school. But the present researcher, form experience acknowledges that a pleasant work environment in the third world context means the provision of better amenities for teachers so as to retain them in their present job. However, in addition Hanushek observes rightly that the strategy of creating a pleasant work environment for all teachers is mostly seen in private schools, but there is no reason why the public sector could not employ it as well because all types of schools deal with human beings who are never satisfied. These human beings have intractable needs. Its success will depend on the hiring of good principals, school autonomy, and other factors related to the work environment. Without entering into a more systematic discussion of the factors that determine how schools are organized, it is worth noting that a good principal can create a favorable environment in a short amount of time, and that a poor principal can cause a swift deterioration in a school’s climate. Teachers’ amenities are not only in monetary terms but also in non-monetary terms.

Non-monetary amenities in developing countries include promotion, advancement and benefits, job stability among others. However, the problem with some third world countries like those in Latin America is that there is poor school quality because little attention is paid to the non-monetary amenities as with monetary amenities.

Teachers’ pay as a job amenity: an assessment of recent trends in Africa

Pay for teachers is also a major job amenity for teachers in schools in developing countries. In fact, it is the largest amenity. During the last two decades of the 20th century, teachers’ salaries have been regularly declining throughout most low income countries, and particularly so in Africa. This is why there is a comparative decline in school quality because teachers have resorted to looking for alternative sources of incomes. But the question of whether this decline is a favorable evolution or whether it can jeopardize the attainment of the Education For All (EFA) objectives is not that easily answered. When salaries are too high, most of the already scarce resources of the education sector are dedicated to their payment to the detriment of either wider coverage of the education system or better provision of complementary inputs (such as textbooks for example). This then raises a crucial question about the effect of teacher salaries on school performance because school performance depends not only on teachers’ pay but also other determinants of performance which require availability of financial resources. This present study will try to respond to this intractable dilemma.

If teachers’ compensation becomes too low, it can be feared that teachers’ commitment to their job will be affected and that the quality of schooling will suffer the consequences of this loss of motivation. Based on an averaging of the characteristics of the education systems of various countries that seem to be under way to reach the EFA targets, that a reasonable level for an average teachers’ salary would be about 3.5 units of per capita GDP. If this level was to be aimed at, most African countries would indeed have to carry on decreasing the salaries paid to their teachers. This paper documents the level and trends of teachers’ pay in Africa, discusses the validity of the various arguments sketched above based on existing literature, and ends by detailing some case studies. Since the mid-70s, African teachers have witnessed a continuous decline in their salaries, leading to a general reduction in the number of teachers as indicated by declines in the number of teachers from 8.6% in 1975 to 4.4% in 2000. This decline amounts on average to a halving of the teachers’ wage expressed in units of per capita GDP from 6.6% in 1975 to 3.7% in 2000.

Nevertheless, the wage bill is still eating up most of the recurrent expenditures for primary education. However, Mingat adds that recurrent expenditure was 97% of Senegal primary education sector in the period 1992-1997 going to also other sectors apart from salaries for teachers. This same story applies to Ugandan schools where other sectors like feeding students, purchasing academic materials and other inevitable expenses try to consume what might be paid to teachers because these other expenses are also crucial to academic performance of students.

The economic problems

Water issues can greatly participate in tense interstate relations in the region. The rapid growth of Arab populations is making water far more valuable than oil”*. The major water resources of the Arab world are jointly shared among different countries inside and outside the region(Turkey and Africa ) and as unused water resources became less and less in recent years led to competition over these resources and in certain cases to conflicts. Nile River, the Tigris and Euphrates, the Jordan River valley (and its tributaries), and groundwater resources in the West Bank and Israel are the main water systems under dispute in the region. A direct result of the water problem is the need for large food imports as Arab world is the least food-self-sufficient region in the world. Many countries in the region are using desalinization plants to increase their water supply by converting sea water to fresh water.However, it is an expensive option, and with the present technology it can only offer a limited solution to the drinking water problem.

Lack of industry is also one of the major problems in the Arab world.” It is very clear that Arabs not used their vast resources to at least obtain some of the basic knowledge to be players in the international explosion of Technology and commerce**”. With a very small manufacturing and a very week agricultural base, the Arab world depends nearly completely on foreign imports to maintain an increasingly high-tech urban society and that makes the imported food and chemicals critical to survival. Locally produced capital goods almost not exist. Transport, communications, power, water purification and distribution, and construction equipment must all be imported. Building the essential industry in the Arab countries stayed a dream because of the Excessive dependence of the west advanced industrial economies and Inadequate manpower education and rehabilitation. But Some Arab countries such as Tunisia, Syria, Egypt and Lebanon are qualified to take on industries and technology available in Europe and re-export the products to European markets. The best example of such industries is textile and ready-made garments and shoes, mostly in Syria.

“Investments in the Arab world has been disappointing “***.The Arab world of share flows of the total world investment still very low compared to the huge potential possessed to the flow of foreign direct investment received by the Arab countries. Investments in the Arab countries are clashes with many barriers which are the same toward the comprehensive development. The lack of ability to deal with the intractable problems of the country like in many Arab countries there is the case of tribal and political ethnic, sectarian conflicts. As in Sudan, Yemen, Somalia, Algeria, Lebanon, Iraq and Palestine as the most important factor for attracting investments is the stability. Capital always looking for a higher degree of profit. Investor could not venture in projects that might be exposed to destruction and failure in any moment, in addition to administrative constraints such as poor management performance and the spread of bureaucracy and rampant corruption and lack of attention to self-censorship, also the low level of feasibility studies comes as one of the most important obstacles facing investors.

Social problems

“The population of the Arab world today is around 325 million people # spanning two continents” **** . Dwelt an area about one and a half times the U.S and women constitute half of the total population. with an estimated average rate of growth by about 2.4%,down from about 2.6%during the period 1985-1995,although this decline is still the highest rate among the major regions in the world(Al Jazeera newspaper 13/10/2007)# #. It projected to increase 400 million in 2020. There is a significant disparity in population size between the Arab states. Egypt and Yemen are considered overpopulated while most Arab countries are relatively under populated. A top UN official warned the authorities in Arab cities of the high growth rate of population as it could lead delay in progress and development and also could lead to social unrest, pressure on public utility services and environmental problems. Also the population growth can lead to poverty, and causing problems like water shortage and traffic jams. This increase problem has not been dealing with as one aspect of comprehensive development. Education is another problem facing the Arab world. Approximately 30% of the people in the Arab World illiterate. Although education is becoming more accessible and the gender gap is being reduced, the region had not witnessed the positive changes seen in Asia and Latin America, particularly in literacy rates and enrolments in secondary schools and universities. The education system is not effective enough as students are being made to learn things but not to taught how to learn .Djibouti, Yemen, Iraq and Morocco were ranked the worst educational reformers. The Arab world does not read according to various reports, even those defined as not illiterate because they completed eight years of schooling they consider illiterate. This problem has to do with the economic situation. Reading books is a privilege for people who have spare time and money. The poverty that sweeps the Arab world leaves the individual struggling for survival his whole life. How is he supposed to read a book?

The human security issue of a global nature is important for people everywhere, rich and poor alike People in the Arab world have become Consider insecurity comes from problems related to daily life rather than a result of fear of a global problems, and for many of them security has become a symbol of protection from the threat of hunger, disease, unemployment, drugs, crime, social conflict, pollution and human rights violations, political oppression and environmental risks. Many have lost their children because they have to work in early age .this leads us to emphasize the idea that neglect of State for human security will be a problem and the threat of danger had seen in the coming years when the numbers of unemployed generates sense of hopelessness and frustration aggravating elements necessary for the region communal violence levels because of the rampant corruption in the public sector. Severity of this problem may differ from country to country, but all these threats remain a growing phenomenon.

Conclusion

Problems in the Arab world are varying and overlapping and that in many areas such as economic, social, politics and even in culture. There will be a large increase in unemployment, housing, schooling and more serious other problems. So what might the future hold? That is really up to the Arabs, their governments and those who care about the region?

Origin of Newspapers:

The History of newspapers is probably one of the most notable episodes of human experience. The origin of newspapersdates back to Renaissance Europe. It was during this period that local European merchants began the habit of distributing handwritten newsletters amongst each other. However, it was the Germans who introduced the earliest forms of printed newspapers way back during the 1400′s. Since then the outlook of newspapers has undergone tremendous evolution. In recent times the total number of newspaper count has increased to a mammoth 6580.  A normal newspaper of today comprises of various sections like editor’s columns, newspaper classified ads, newspaper display ads, forecasts, comic strips, entertainment section and much more. Unfortunately the financial downturn has hampered the growing rate newspaper classified advertising, simultaneously encouraging the rise of web –based newspapers or epapers.

History and origin of newspapers in India:

The history of newspapers in India is equally intriguing. The introduction of newspapers in India was actually the result of spreading sense globalization amongst the countrymen. These countrymen craving for updates around the world demanded for a source that gratified their thirst for knowledge. Finally the first newspaper of the country was introduced in Calcutta (Kolkata). Titled Calcutta General Advertise or Hickey’s Bengal Gazette this newspaper was the brainchild of an eccentric Irishman called James Augustus Hickey during the 1780′s.  Soon newspapers like Bombay Herald and Bombay came into being following the success of their precursor. Over the years the country has witnessed the rise of multiple newspapers dailies out of which broadsheets like Times of India, The Telegraph, Hindu, Hindustan Times, The Statesman, Economic Times, Anandabazar Patrika, The Tribune etc have become the highest circulated newspapers in India.
